Sub-Activity 5.4.2  Developing civil dialogue

The aim of the project is to strengthen and develop the potential and efficiency of PFWB activity

Increase PFWB effectiveness in creating, improving, monitoring, evaluating and promoting models of social policy in the sphere of homelessness

Increase the effectiveness and involvement of Forum members and improve the system of involving new members from rural areas

Raise the efficiency of promoting the idea, experience and achievements of PFWB as well as strengthen its professionalism and stability

Target groups

  • PFWB member organisations and potential members working in the sphere of homelessness in the Pomeranian Province
  • Public sector institutions and NGOs
  • Organizations working in rural and small-town areas which form around 40 percent of PFWB units

Activities taken up in the project

  • Communicating the development: Improving the information transfer systems – creating an IT platform
  • Promoting the development: Forum – Homelessness with no fear
  • Directing the development: Expert Groups and Thematic Year
  • Stimulating the development: a diagnosis of the potential and needs; educational and training activities for PFWB members
  • Sustainable development: Regional seminars
  • Sharing the development: training and consultancy in NGOs development
  • Growth of institutional potential: General Assemblies, Executive Committee and the Board
  • Progress of Forum development: Monitoring and evaluation
  • Promoting PFWB activity (brochures, leaflets, gadgets etc.) and project management
  • Communicating the development: Improving the information transfer systems – creating an IT platform

One of the project aims is to prepare the concept, create, programme, maintain and manage an IT platform. This platform is an answer to the members’ needs. Thanks to the access code system it will be possible to place schedules and agendas of PFWB meetings and events as well as all resolutions and reports of Forum activity.

Forum Newsletter will be created in order to improve the quality of communication and it will work as a supplement to the platform.

  • Promoting the development: Forum – Homelessness with no fear

The project envisages publishing two issues. Its budget will be used for editing, working out a new graphic design of the publication, typesetting, proofreading, printing and translating the issues.

  • Directing the development: Expert Groups

Forum members will work on the organization development in 5 groups:

  • Research
  • Social Communication
  • Social Policy
  • Institutional Development

Each group will have its leader, elected from among PFWB members, and a coordinator from the Forum Office. Each group will have a quarterly meeting (seven meetings) which will result in projects, models, standards, strategies, legal and system recommendations.

  • Directing the development: Thematic Year

Main tools used in the theme realization: a conference and a report on the annual topic.

An annual report will be based on the activity of the working groups and detailed analysis of the topic.

  • Stimulating the development: a diagnosis of the potential and needs; educational and training activities for PFWB members

A group for Education, whose activities will not only be maintained but also intensified, was set up when working out the strategy of the project.

The project envisages conducting 4 three-day training courses.

Time of each course: 8 hours

The number of participants: 25 people

  • Sustainable development: Regional seminars

The Project envisages conducting 7 quarterly seminars connected with educational visits (40-50 participants).

Seminars, conducted in the whole province and particularly in rural areas, are designed to exchange knowledge and experiences among the participants and to promote their integration.

  • Promoting the development: training and consultancy in NGOs development, networking

As Forum members see the need to share their knowledge and experience, the project incorporates activities designed to share knowledge on standards of cooperation, creating branch territorial networks combining public sector institutions and NGOs

The project envisages conducting 2 two-day study visits for 20 people from outside the Pomeranian Province.

  • Growth of institutional potential: General Assemblies, Executive Committee and the Board

The group for Institutional Development, created when working out the strategy, developed the concept of increasing the transparency of PFWB structures and enhancing the activity of its representatives. It also prepared the plan to boost the potential of PFWB office and improve the system of involving new members in the Forum structures.

The project envisages:

8 meetings of the Executive Committee

2 General Assemblies of PFWB (involving new organizations and institutions)

  • Progress of Forum development: Monitoring and evaluation

This strategy shapes Forum and requires reorganizing its activity on many different levels. This is the main reason for monitoring and evaluation which will not only focus on the current activity but it will give us an idea whether members like these changes and whether the improvements were steps in the right direction.

The Forum development strategy will be amended based on the results of the evaluation.

Soft results of the PULS Project

  • Forum members, especially from rural areas, increase their participation, identification and contribution in the activity and development of PFWB.

  • The development of staff and factual potential, increase in organizational stability and growth of quality of factual products developed within Forum activity
